SECTION 1: WYNNE SPORTS COMMISSION, INC. APPLICABILITY

class=Section2>

 

1.1 RULES -

            These rules are adopted by the Wynne Sports Commission, Inc. and are to be used in all league play, playoffs, and local tournaments conducted by the Wynne Sports Commission, Inc. Wee-Ball, T-Ball, Rookie, Minor, Major, and JR Babe Ruth baseball programs.

 

1.2 PRIORITY OF RULES.

            Rules shall be applied in the following order of priority.

 

1) Wynne Sports Commission, Inc. Baseball League Rules.

2) Current USSSA, Inc. Official Playing Rules.

 

1.3 DISCLAIMER.

1.1 The Commission supports the rights of all youth to practice in the Wynne Baseball Program regardless of race, religion, sex, or playing abilities.

 

1.4 INSURANCE

The Commission supplies an insurance policy for players injured while playing in league practices and games. The policy is a supplemental policy with a $250.00 deductible. It begins coverage only after the parent/guardian’s primary insurance has paid. The commission is not responsible for paying any deductible for this or any other insurance. If a player is injured and the parent/guardian’s primary insurance policy does not cover all incurred expenses, the secretary of the commission should be contacted as soon as possible so the proper claim forms can be filed.

                                               

1.5 REGISTRATION DATES AND DEADLINES

1. Regular league in-person registration will be the last Saturdays in February and the first Saturday in March. The dates, times, and place of registration will be publicly announced at least 48 hours in advance of each registration date.

 

1.6 LATE REGISTRATION

Late players entering into the league will be assigned to the teams in the order of the draft by the league President.

1. Only those players, who move into the Wynne Sports Commission’s jurisdiction area, after the draft, will be eligible for late registration. Unless so determined otherwise by majority vote by the Wynne Sports Commission.

2. Managers must notify the League President immediately upon losing a player that results in fewer players than number drafted. This requirement will persist throughout the season.

1.7 TEAM UNIFORMS

Team shirts and caps will be provided for all league teams, one manager, and two coaches.

Shirts and caps may not be altered, substituted, or replaced in any way except the players name or nickname placed on the top center of shirts. A player’s number may be placed on the back or one side of the cap. Shirt lettering for names may only be 1 ½ inches in height and numbering on caps shall be 3/4 inch only. The numbers and lettering shall be the same coloring as the numbering on the shirts. Coaches and Managers shirts shall read “Manager” or “Coach” whichever may apply. The commission will not be responsible for lost or stolen shirts and caps and it will be the responsibility of the parent/ guardian for replacement.

 

 

1.8 COMMUNICABLE DISEASE PROCEDURES

While the risk of one athlete infecting another with HIV/AIDS during competition is close to non-existent, there is a remote risk that other blood borne infectious diseases can be transmitted. For example, Hepatitis B can be present in blood as well as in other body fluids. Procedures for reducing the potential for transmission of these infectious agents should include, but not be limited to, the following:

1. The bleeding must be stopped, the open wound covered and if there is an excessive amount of blood on the uniform it must be changed before the player may participate.

2. A reasonable amount of time (10 minutes) will be given to treat wounds. If treatment cannot be completed in a reasonable time frame, the player must be removed from the game and a substitute made.

3. After treatment has been administered and the bleeding stopped, the player may reenter the game under existing substitution/reentry rules.

 

1.9 TRAVEL POLICY

 With the exception of the American Legion, travel by a Wynne Sports Commission team outside of the boundaries assigned by the USSSA, Inc. Headquarters, will NOT be sanctioned, unless approved by the Wynne Sports Commission, Inc. Participants in any travel that is not sanctioned will NOT be covered by the liability insurance policy in effect to cover sanctioned activities of the Wynne Sports Commission, Inc.

 

2.0 PRACTICE

1) League practice shall be limited to three days per calendar week prior to the  Preseason Tournament.

2) League practice shall be limited to two days per calendar week after the preseason tournament. Time limits for practice will be no more than two hours for each practice day, with the exception of Saturday practice, which shall be no longer than four hours of practice time.

SECTION 2: GENERAL - MANAGERS/COACHES

2.1 Individuals who want to coach should sign up at the registration dates or contact the League Secretary.

 

2.2 Managers will be selected by the following process: 1) Returning Manager, 2) Returning assistant coach, 3) Manager moving up from lower league, 4) Assistant coach moving up from lower league, 5) New Manager moving up from lower league

 

2.3 Managers will choose assistants after the draft.

Note: All Managers will be subject to voting in by majority vote by the commission.

Managers/Coaches behavior will be considered when selecting Managers/Coaches the following season.

 

2.4 NUMBER OF MANAGERS/COACHES -

1. A manager and two coaches can appear on the official roster and only those on the official roster are eligible for post-season tournament consideration. A manager or coach appearing on the official roster must have completed the manager/ coach application form, filled out the volunteer form, and has been accepted by the commission.

Managers will ensure that any adult routinely instructing players during practices and games must have completed the Volunteer application form and have been accepted by the commission. The number of officially-rostered coaches is limited to three in any combination of manager, coach and assistant coach.

 

2.5 Managers/Coaches must share fields for practice. No team should monopolize fields just because a coach can get to the field earlier than another coach.

 

2.6 Rain-outs will be determined by the park director. Managers will be responsible for calling the automated WSC # 238-4615 for information on rain-outs, rescheduling, and schedule changes. Managers must convey this information to their teams. Managers may also contact the Commissioner that is assigned over each league. This information will also be announced on the KWYN AM 1400 radio station. DO NOT CALL THE RADIO STATION. 2.7 Keep dugouts and areas clean. See that your players pick up trash around bleachers on their respective side.

 

2.8 Safety first. Tell your players to be careful, especially when they warm up at the fields. There are many spectators, especially little children, who are not always alert to possible dangers.

2.9 Teach the practice of good sportsmanship. We all want to win, but there are other and more important values that we need to be teaching these young people.

 

 

2.10 It is recommended that Managers select a “TEAM MOM” who will help in contacting players, arranging for drinks after the game(win or lose), organize fund raisers.

 

2.11 Insurance claim forms will be available from the WSC secretary. This need to be filled out as soon as possible after the parent/guardian’s primary insurance has paid.

 

2.12 If you want to arrange/ organize a post season tournament, you must go through the Commission regarding the use of the fields and equipment.

 

2.13 Take care of your equipment. We want to provide as good as equipment as possible, but we need for you to help us. If you have a broken piece of equipment, DO NOT BUY a replacement anywhere and charge it to the Commission. We will send the bill to you. Managers will be held accountable for the equipment provided by the WSC. Managers will be required to sign for all equipment and will be responsible for returning all equipment borrowed within three days after their last game or be billed for it. Managers will not be held accountable for normal wear and tear of the equipment.

 

2.14 No one will be allowed to ride in the back of a truck when they enter or leave the ball field.

 

2.15 SCOREBOOKS -

Proper completion of scorebooks is essential to determining eligibility of players and compliance with participation and pitching rules. Umpires and managers are responsible for making sure that scorebooks are properly completed. No game will begin until the umpire has determined that the last name and jersey number of each player appears in the official scorebook. The official scorer must note who has pitched in a game and the innings pitched.

1. Failure to record names of pitchers and number of innings pitched in the official scorebook results in a presumption that any pitcher making an appearance during the game pitched the maximum number of innings allowed.

2. At the completion of the game the umpire and a representative (manager or coach) of each team will meet at the home plate and sign the official scorebook.

3. Failure of a manager or coach to sign the scorebook results in a presumption that any pitchers making an appearance pitched the maximum number of innings allowed.

2.16 LEAGUE ORGANIZATION AND TEAMS

 A. There are (6) leagues. Players must play in the designated age group.

 

1. Wee-Ball ages 4 – Players birthdates must fall between 05/01/2003 thru 04/30/2004.

2. T-Ball - ages 5 & 6 - Players birthdates must fall between 05/01/2001 thru 04/30/2003.

2. Rookie - ages 7 & 8- Players birthdates must fall between 05/01/1999 thru 04/30/2001.

3. Minor - ages 9& 10 - Players birthdates must fall between 05/01/1997 thru 04/30/1999.

4. Major - ages 11 & 12 - Players birthdates must fall between 05/01/1995 thru 04/30/1997.

5. JR Babe Ruth - ages 13, 14, & 15 - Players birthdates must fall between 05/01/1992 thru 04/30/1995.

 

 B. NUMBER OF PLAYERS

1. In accordance with the USSSA, it is the Associations goal to limit the number of players on each team to no more than 15 players for all leagues. Desirably, teams will be limited to 12 players after the un-drafted assignments. The commission will make the final determination of team sizes after the close of registration.

 

 

 

SECTION 3: CONDUCT

 

3.1 If a spectator identified with a team creates an incident that is unsportsmanlike and disruptive to play, the Manager/Coach of that team is required to intervene to restore order and friendly competition. Umpires have the unquestionable authority to expel from the baseball complex, any disruptive spectator that the Manager/Coach can not calm down.

 

3.2 Umpires have unquestionable authority to eject any coach, assistant coach, or player from the game if their actions have resulted in any verbal insult or gesture towards an umpire, coach, or player. The umpire will instruct the official scorer to make a written record in the scorebook and contact the League President within 12 hours to report incident.

 

3.3 A player ejected from a game will be ineligible to play in the next scheduled playable game, but must attend the game in uniform. A Manager or Coach ejected from a game will be ineligible to coach in the next scheduled playable game and will not be allowed to attend the game. A second ejection in the season will result in the suspension of that player or coach from the baseball program for the remainder of the season.

 

3.4 Any physical contact on the baseball complex to a Manager, Coach, Player, Commissioner, or Umpire by a team individual because of a disagreement will result in immediate ejection from the baseball complex and his subsequent suspension from the baseball program on the authority of the Umpire and the Commission.

3.5 Any player who throws a helmet, bat, or other equipment in an unsportsmanlike manner will be officially warned or ejected by the umpire who also will notify the official scorer to record the incident in the scorebook. A second occurrence in the same game will result in ejection. (See regulation 3.3)

 

3.6 A suspended individual has the right to appeal the suspension at the earliest meeting of the Commission.                  

 

 

SECTION 4: TEAM SELECTION

 

4.1 Tryouts will not be held. A parent/ guardian must register a child before draft.

4.2 Team managers should be present for the draft. A manager who cannot be present for the draft may appoint a representative to draft players in their absence.

 

4.3 The draft will be open only to the commissioners, managers, and representatives for absent managers.

 

4.4 The draft is determined by the previous year’s record. The last team will draft first, then the next to the last place team will draft second, etc. The next round draft order is reversed, with the first place team drafting first and the last place team drafting last. Each round the order will reverse. The oldest age group will be drafted first and the younger group last. SEE EXAMPLE BELOW:

4.5 A manager will have his child on his team automatically. The manager’s child will be the second pick in the child’s age group and the third choice etc. if he has more than one child in the same team he is coaching.

 

4.6 If a manager chooses a player from a family that has another child signed up for the same league, the manager must also choose that child also. However, the manager must pick the younger child in the second round of the child’s age group. If the manager has a child drafted in the second round of this age group then the younger child above will be drafted in the next round following the managers’ child.

 

4.7 Managers DO NOT get an automatic pick with the claim that a player’s parent/ guardian will be his assistant coach.

                                                                                               

 

 

SECTION 5: GENERAL REGULATIONS

 

5.1 NO PROTEST will be permitted on the judgment decisions by the umpire.

 

5.2 The third base dugout will be the home team dugout.

5.3 Each team is responsible for keeping its’ dugout and surrounding area clean.

 

5.4 SCORER: the home team will provide the official scorer. The official scorer must sit in the scorer’s box behind the home plate and remain a SILENT spectator while keeping the official scorebook.

 

5.5   MANDATORY TEN (10) RUN (MERCY) RULE

A team leading by ten (10) or more runs shall be declared the winner and the game terminated upon completion of the following number of innings.

1. T-Ball, Rookie, Minor and Major - After 3-1/2 innings if the home team leads and after 4 innings if the visiting team leads. In applying this rule, the intent is that the losing team has the opportunity to bat at least 4 times.

2. JR Babe Ruth: After 4 ½ innings if the home team leads and after 5 innings if the visiting team leads. In applying this rule, the intent is that the losing team has the opportunity to bat at least 5 times.

 

5.5 NO TIED GAMES: In case of a tied game time will be allowed to continue past the time limit.

 5.6 Pitching- Tournament pitching rules will apply in case of a three or more game week.

 

5.7 A manager/coach may not umpire in the league in which he coaches unless both managers approve before the game begins.

5.8 A manager may elect not to play a team member who has unexcused absences from practices. The manager must inform the umpire and opposing manager prior to the start of the game. The umpire will transmit this information to the league commissioner. This will be recorded in the official scorebook.

 

5.9 Umpires shall not umpire a game in which he has a relative on either team unless managers from each team approve before the game begins.

 

5.10 A team is not required to have nine players to play the game. There will be an automatic out. A team must have at least eight players to play. If a team does not have at least six of its rostered players and two replacement players that team shall then forfeit the game. The team may only pick up enough replacement players from one league down to “fill the field” with the exception of the T-Ball league which will pick replacement players from the other WSC T-Ball teams only. All replacement players must be actively registered in the Wynne Sports Commission Baseball Program. All replacement players who are not on the regular season team roster will only be allowed to play in an outfield position and placed at the end of the batting order. The following amount of players for each league shall apply to “fill the field” rule.

T-Ball - 10 players, Rookie - 10 players, Minor - 10players, Major - 9players, JR Babe Ruth - 9 players.

5.11 A player must attempt to slide into a guarded base where a play is being made. Failure to do so may result in the player’s ejection from the game. Note: Head first slides cause injuries and should be avoided.

 

5.12 Warm-up catchers must wear protective masks. Helmets are required and protective screen, and a throat protector will be required on all catchers’ masks. A catchers’ glove must be worn by all catchers with the exception of T-Ball.

 

5.13   League Champion with no divisions: The team with the best over-all record will be declared the Regular Season Champion. In case of a tie, the teams’ ranking will be determined by the following sequence of tiebreaker procedures:

(1) If a tie exists, teams shall be ranked according to which team won in head to head competition in the regular season.

(2) If a tie still exists, teams shall be ranked according to fewest runs allowed in the regular season.

(3) If a tie still exists, teams shall be ranked according to the most runs scored per game in the regular season.

(4) If a tie still exists, teams and time will allow teams shall have a playoff to determine the Regular Season Champion.

5.14   League champion with divisions: Time permitting, at the end of the season, the winner of division A will play the 2nd place team from division B and the winner of division B will play the winner of division A. The winners of these two games will play for the Regular Season Championship. In the event two teams tie for the same record in a division, the following sequence of tiebreaker procedures will be used:

1. The same tiebreaker rules shall apply as in rule# 5.12.

 

SECTION 6: RAIN-OUT SCHEDULING

 

6.1 Rain-out games will be scheduled on the first available day. A minimum 48 hour notice will be given.

 

6.2 Rain-outs will be rescheduled at the discretion of the commission only. “See section 2.6".

 

 

SECTION 7: T-BALL

THE OFFICIAL RULE BOOK FOR THE T-BALL LEAGUE IS:

USSSA AND LOCAL RULES

 

The following local rules regulations will be enforced for T-Ball league play.

 

7.1   Eligibility: Players eligible for T-ball league must be 5 or 6 years old before May 1st 2008.

 

7.2   Official game: The game will consist of 5 innings or a 1 hour and 15 minute time limit, with the home team batting last. No new innings will be started within 5 minutes of time limit.

 

7.3   Scoring: There will be score keeping by the home team in the official scorebook.

 

7.4   There shall be a 6 run per inning limit.

 

 

7.5      Offence: Each batter will have three strikes from the Tee. If, on the third swing off the tee the batter hits a foul ball, he shall be entitled to another swing. Three complete misses of the ball while batting constitutes a strike out. If a batter hits part of the ball and part of the rubber tee, it is a fair ball if it goes past the 15- foot arc. If a batter hits all rubber or the ball does not go past the 15- foot arc, it is a foul ball.  A hit ball that does not travel past the 15 foot arc from the plate will be counted as a foul ball. Helmets are required. Each team will bat until three outs or six runs occur, then the teams will change positions. The next inning, the first batter will be the batter directly following the last out made, or the batter following the batter, who batted last in the 6th run in the last inning, whichever was the case.

7.6 Base Running: Once a defensive team stops the lead runner by making him return to base or the ball has been thrown to the pitcher and the pitcher must have control of the ball inside of the pitcher’s circle, time will be called by the umpire and the ball will remain dead until placed into play by the umpire. The lead runner and the trailing runner will return or advance to the nearest base, depending on which side of the hash mark the runner was on when play was stopped. Runners must stay in contact with the base until the ball is hit. On over-throws or missed throws, such as an over-throw on first base, a runner may advance to the next base on an over-throw or missed throw, but only may advance one base only. A player leaving third base early and scoring will be required to return to third base or will forfeit the run if the bases are loaded.

 

7.7 Defense: All team members will take the field for defense. There will be a normal number of infielders. The remainder of players will play in the outfield, behind the arc and will not be allowed into the infield. Infielders will be allowed into the outfield when the ball is put into play. Two coaches are allowed on the field with the defense. A manager/coach has two (2) defensive outs in an inning to demonstrate a technique or explain a play. A ball that hits a manager/coach is a live ball and will be judged under baseball rules regarding fair or foul. The pitcher must remain in contact with the pitching rubber and inside the pitcher’s circle (10' Diameter) until the ball is put into play. If the pitcher fields the ball inside the pitcher’s circle he must throw the ball to make the out. If the pitcher fields the ball outside he has the option of throwing to make the out or tagging the runner to make the out.

 

7.8 Offense: One manager/coach can be near the batter’s box with the batter, and one coach in the coach’s box. Interference in the play by the manager/coach will result in an out. Managers/coaches cannot grab the runner.

 

7.9 Tournament Team Selection

A. A tournament team will be selected consisting of a maximum of 15 players. A player must have played in at least one-half of his teams games, except for absents due to injury, in order to be considered for these teams.

B. A league Manager/coach may submit his name to be considered as a Manager of a tournament team in a specified age group. All Managers in each league will vote to determine the managers of the tournament teams. The manager/coach receiving the most votes will be appointed manager of the team specified.

C. The manager may select his two (2) coaches.

D. The manager and his two (2) coaches will select the players for the tournament team.

E. The commission will pay up to $25.00 for each player, one manager and two coaches’ tournament team’s shirts, caps and entry into the Wynneball Tournament provided that the teams consist of official Wynne Sports Commission league players.

SECTION 8: ROOKIE LEAGUE

THE OFFICIAL RULE BOOK FOR THE ROOKIE LEAGUE IS:

USSSA- ROOKIE LEAGUE SECTION

 

The following local regulations will be enforced for Rookie league play.

 

8.1 Eligibility: Players eligible for rookie league must turn 7 or 8 before May 1st 2008.

 

8.2 Official game: The game will consist of 6 innings with a 1 hour and 30 minute time limit. The time limit will be enforced, however, the home team must have last at bat. At least 3 ½ innings must be played if the home team is ahead to constitute a complete game in the event of rain. No new innings will be started within 5 minutes of time limit.

 

8.3 Batting: Every child will be in batting order. The Umpire will operate the pitching machine. The batter is called out after three strikes or five pitches. If the fifth pitch is fouled off, it will be considered as a foul on a third strike and the batter will continue to receive pitches until the ball is put into play or until the batter no longer fouls. Walking will not be allowed. Helmets are required but do not have to have a cage on it. If a player becomes physically unable to complete his at bat, he will not be given an out and may reenter the game when able. The judgment of physical inability will be at the discretion of the umpire. If a player is ejected from a game, his next at bat will be ruled an out.

 

Pitching machine adjustment: A pitching machine only be adjusted by the umpire at the umpires discretion when it is determined that the pitching machine is pitching outside of the strike zone of a player. An umpire may call a no pitch and the ball will be declared a dead ball when the machine pitches a wild ball outside the player’s strike zone, stop the clock, and adjust the pitching machine. The manager/coach on the offense team, may request the umpire adjust the pitching machine only once per inning.

 

 

8.4     BALLS STRIKING THE PITCHING MACHINE (INCLUDING THE HANGING CORD) OR THE MACHINE ATTENDANT ARE DEAD BALLS.

  The batter/runner is awarded first base, and each runner advances one base. Players are to be instructed to avoid contact with and the area immediately beside the pitching machine when at rest or when retrieving a ball. The umpire may call a dead ball to avoid a player retrieving a ball from immediately around the machine.

Defense:

A. A fourth outfielder will be placed on the field defensively.

B. A player may be placed on one side of the pitching machine assuming the defensive position of the pitcher and must stay behind the pitching machine until the ball is put into play.

C. The ball is in play when the ball comes in contact with the bat or strikes the catchers glove.

C. The catcher takes his normal position.

 

8.5 Stealing: Stealing is not allowed.

 

8.6 Bunting: A batter is allowed to bunt but only two bunts per team per inning.

 

8.7 Scoring: There will be a six run per inning rule.

 

8.8 Base running: Once a defensive player stops the lead runner by making him return to base, time will be called by the umpire and the ball will remain dead until the ball has been placed into   play by the umpire. Trailing runners must return to the last base.

 

8.9 Substitution: All players present for the game will bat and play six (6) defensive outs.

If this condition is not met, that player will start the next game and play all missed if defensive outs in the addition to the current game requirements. This requirement will be enforced for complete games ended early for rain or time limit expiration. The umpire will instruct the official scorer to make a record of a violation in the official scorebook. A manager that violates these requirements will receive a written warning from the commission on the first occurrence. A second violation will result in suspension of that manager/coach for the remainder of the season.

 

8.10    A manager/coach will be allowed in each coach’s box.

 

8.11 Rookie League Champion: Refer to Rule 5.12 or 5.13.

 

 

8.12 Tournament Team Selection

1. Two tournament teams will be selected - one for 7-year olds and one for 8-year olds.

Each team may consist of a maximum of 15 players. A player must have played in at least one-half of his teams’ games, except for absence due to injury, in order to be considered for these teams.

2. A league manager/coach may submit his name to be considered as a manager of a tournament team in a specified age group. All coaches in each league will vote to determine the manager of each tournament teams. The manager receiving the most votes will be appointed manager of the team he specified.

3. The manager may select his two (2) coaches.

4. The manager and his coaches will then select players for the tournament team.

5. The commission will pay up to $25.00 for each player, one manager and two coaches’ tournament team’s caps and shirts. And entry into the Wynneball Tournament provided that the teams consist of official Wynne Sports Commission league players only.

 

 

8.13 The pitching machine shall be placed 46 feet from the back of home plate. The speed shall be set at 38 mph.

 

 

SECTION 9: MINOR & MAJOR LEAGUE

 

THE OFFICIAL RULE BOOK FOR MINOR & MAJOR LEAGUE IS:

 

USSSA

 

9.1 Eligibility: Players eligible for the Minor League must be 9 or 10 before May 1st 2008.

      Players eligible for the Major League must be 11 or 12 before May 1st 2008.

 

9.2 Official game: The game will consist of 6 innings with a 90-minute time limit. The time limit will be enforced; however, the home team must have the last bat. At least 3 ½ innings must be played if the home team is ahead to constitute a complete game in the event of a rain-out. No new innings will be started within 5 minutes of time limit.

 

 

Minor League: There will be a six run rule.

 

Base stealing will be allowed.

 

9.3 Substitution: All players present for the game will bat at least once and play six (6) defensive outs. If this condition is not met, that player will start the next game and play all missed defensive outs and times at bat in addition to the current game requirements. This requirement will be enforced for complete games ended early for rain or time limit expiration. The umpire will instruct the official scorer to make a record of a violation in the official scorebook. A manager that violates these requirements will receive a written warning from the commission on the first occurrence. A second violation will result in a one-game suspension for the manager. A third violation will result in suspension of that manager for the remainder of the season.

9.4   A manager/coach will be allowed in each coach’s box.

 

9.5 Courtesy Runner: A player that is not in the current batting line-up may replace the catcher as a courtesy runner. This does not apply toward the substitution rules in the Rule 9.3.

 

9.6 Minor Pitching Rules: Minor League: Each pitcher will only be allowed to pitch seven (7) innings per week with a 48 hour rest after 5 innings pitched in a row in a calendar week.

 

9.7 Major Pitching Rules: Major League: Each pitcher will only be allowed to pitch eight (8) innings per week with a 48 hour rest after 6 innings pitched in a row in a calendar week.

 

9.8    Major League Champions: Refer to rule 5.12 or 5.13.

 

9.9 Minor League Champions: Refer to rule 5.12 or 5.13.

 

 

9.10 PITCHING EXCEPTIONS

 For the Championship game only, a pitcher may exceed the number of innings regularly allowed to pitch in a week providing there is at least one day rest between the previous game and championship game.

 

9.11 Tournament Team Selection

 

A. Four tournament teams will be selected- one for 9-year olds, one for 10-year olds, one for 11-year olds, and one for 12-year olds. Each team may consist of a maximum of 15 players. A player must have played in at least one-half of his team’s games, except for absences due to injury, in order to be considered for these games.

B. A league manager/coach may submit their name to be considered as manager for a tournament team in a specified age group. All managers in a league will vote to determine the manager of the tournament teams. The manager/coach receiving the most votes will be appointed manager of the team specified.

C. The manager may select his two (2) coaches.

D. The manager and his coaches will then select the players for the tournament team.

E. The commission will pay up to $25.00 for each player, one manager, and two (2) coaches’ tournament caps and shirts. And entry into the Wynneball Tournament provided that the team consist of official Wynne Sports Commission league players only.

SECTION 10: JR BABE RUTH

 

THE OFFICIAL RULE BOOK FOR THE JR BABE RUTH LEAGUE

10.1 Eligibility: Players eligible for JR Babe Ruth Baseball must be age 13, 14 or 15 before May 1st 2008. If a player plays in both American Legion and JR Babe Ruth, then JR Babe Ruth will have precedence.

 

10.2   Official game: The game will consist of seven (7) innings with a two-hour time limit. The time limit will be enforced until four (5) innings have been played (4 ½ if the home team is ahead) to constitute a complete game in the event of a rain-out. No new innings will be started within 5 minutes of time limit.

 

10.3   Courtesy Runner: A player that is not in the current batting lineup may replace the catcher or pitcher in base running. This will not count as a substitution.

 

10.4   Extra Hitter Rule: Applies if both managers agree before game begins. Managers must notify umpire before game begins and umpire must notify official scorer.

 

10.5   League Champion: Refer to Rule 5.12 or 5.13.

SECTION 11: APPEALS, PROTEST AND COMPLAINTS

 

A.   APPEALS TO COMMISSION

The appeals Board shall be the Wynne Sports Commission Commissioners.

The appeal must be in writing and submitted to the commission.

 

B.   PROTEST OF RULES, REGULATIONS, OR CONDUCT OCCURRING WITHIN THE COMPLEX

Rulings by the umpire on the field may be appealed if the ruling is not a judgment call. The manager/coach may stop the game for up to 15 minutes to have the umpire in chief review the ruling and administer a decision. A manager/coach may direct a written appeal concerning the application of a rule, regulation, or conduct that is contrary to these Rules. Make a record of a potential appeal in the official scorebook, indicating the game circumstances at the time of the incident.

 

1. Procedure for Written Protest

a) All protest must be in written form.

b) The umpire must be notified of the protest and a notation of protest must be made in the official scorebook immediately following the event leading to the protest. Manager/coach must fill out a protest form at the end of the game. This must be returned to the umpire-in chief within three days of the game.

Forms may be obtained from the umpire-in chief.

c) The umpire-in-chief will make a recommendation on the protest form.

d) Protest will be given to the Commission for ruling. Playing Rule questions shall remain with the umpire-in chief. The Commission decides conduct and policy-related matters.

e) The Commission will consider the protest and decide the matter under the provisions of Section 11 D.

f) The League President will be notified of the Commissions’ decision and will inform the respective managers.

C. Complaints

In any instance where the conduct of a manager/coach, player, parent/guardian, spectator or Commissioner is in question:

1. The matter will be directed to the League President or Commission designee. The League President will make a written report to the Commission. The report will include a recommendation for corrective action, if any, and avoid similar future occurrences.

2. The League President will meet with the person(s) who raised the conduct issue and will look into the matter to the extent necessary to satisfy the League President that sufficient facts are known to make a decision.

 

D.  APPEALS BOARD

The Appeals Board (WSC) shall consist of at least three (3) Commissioners and the umpire-in-chief, the latter being a non-voting position.

The Appeals Board (WSC) must:

1. In case of the application of a rule or regulation, shall consider governing USSSA Rules and make a final decision as to the application of rules or regulations.

2. In case of conduct, will consider the report by the League President and, if necessary, may choose to permit the parties to either personally appear or present written statements to assist in reviewing the matter.

3. Will prepare a report that recommends: accepting the League President’s report or, makes a different recommendation. A decision by the Appeals Board will be based upon majority vote and need not be unanimous.

4. Final Appeal decisions will be returned to the League President who shall, in turn, notify the interested parties of the decision.

5. The Appeals Board (WSC) will meet, as necessary, when there is an appeal to be considered. All parties involved will be notified prior to the hearing.
